the thing is my dad just lost his job and is thinking about becoming a truck driver. But he doesnt speak the most fluent english. He's a very good driver so I dont doubt that part. I read that you need to take a written test in order to get your cdl. Has anyone here taken that and how hard is it?

Yes but I do believe it is a requirement by the DOT that he reads and write the english languish. The written test is not hard if he reads the book. Or he can go to work for a company that will pay for him to go to truck driving school. Most companies want someone to attend driving school before they will hire a person. Driving school is usually 3 weeks long.
I here is some companies that will pay for the school if he stays with the company for the time they want.

No problem, many of my bus drivers speak limited English. Written test is not that hard as half of it is common sense and reading signs.

if he understands the road laws here in the us and is able to pass the cdl test i think he is good because we get trks from Mexico and Canada

Come to California, LA area, They don't care WHAT language you speak, they'll hire you !
