Those dopes in the congress want a study for everything just to say they're doing something...we all know better.

No, we don't need a congressional study.
But they have to do a congressional study to make it look like they are doing something useful.

The nanny state enables them to do that. If it wasn't for the social programs illegal immigrants would have to look elsewhere for medical attention. When they have children born here, it entitles them to the social programs. It's our government that is giving them the opportunity to sap tax dollars.

But one can't make policy off common knowledge, they have to spend money to tell everyone that what people knew was right.
