DirectX 10?

I'm a little confused about DirectX 10. My new video card supports it and is "DirectX 10 Ready". But it seems like my computer is still using DirectX 9.

How do i make the upgrade to DirectX 10?

I've been reading around and i'm finding out that its only for vista.

Also seeing rumors about a possible XP SP3. Service Pack 3? whats the story on that?
