At large (expensive) universities, applications are sometimes done on line. You fill everything in, then there is an online record of when letters, transcripts, test scores, etc are received.

It is always a good idea to follow directions. Having said that, I will observe that colleges have the ability to set aside their own rules when they feel like it. On a number of occasions I have seen requirements waived. I wouldn't count on it though.

If there is a good reason why you are unable to provide a second recommendation, I would write the college admissions office and explain. The bottom line is that colleges want good candidates more than they want their requirements met. The recommendations help them to determine who is a good candidate, but it isn't the only factor.

Unless they have an automatic system which sends out reminders to everyone who is missing something, they don't usually have time to nag applicants. They are more likely to just reject you.

They will notify you that they have only received one and will request the other. You will not be able to be accepted until they receive it.
