Viewing what exactly? I am totally unsure what you wish to know.

I can only hazard a guess, and my guess is you wish to find out if there is a way to see if somebody has accesses your network or computer.

If so, then there are ways, with firewalls, either software or hardware, and there are other types of software that allows for viewing raw data streams, but these have a steep learning curve.

You would first need to find out what their IP address is, and many home users now sit behind a router, which gives out Private IP addresses to the computers in that network.

It takes a certain level of IT knowledge to find out what it all means, even if you can collect the data. I have a moderate level of knowledge and I find it confusing at times.

Your best bet would be to install a router and then view the firewall inside of it to see who either accidently tried connecting to your network connection, or did so intentionally. A router has a firewall log you can view and read the IP address off of. However, you would still need to know who those IP addresses belonged to in order to know who it is and not just view an unknown IP address in the log.

My guess is you do not have a web server because this is basic knowledge. When you are running a server their are special logs that allow you to see who has hit your server, meaning who went on your site.

The only reason why a normal computer user would need this is if someone is on their wireless network. The way you stop this is with wireless security.

Put a password on your connection so someone else cannot use it.

There are other ways to check to see who has been on your computer but it is not reasonable to explain to a normal user.

I think what Mell is asking is, can you see what another IP address has viewed. Is there any way to tell where an IP address has been. To see what sites they have visited.
