Ross: Ok, would people stop drinking the breast milk?

Phoebe: You won't even taste it?

Ross: No!

Phoebe: Not even if you just pretend that it's milk?

Ross: Not even if Carol's breast had a picture of a missing child on it.

I don't understand why Ross says that, or why it's funny

Cartons of milk used to have pictures of missing children on them. Some may still do, but I have not seen one like that in a long time.

The idea is Ross will not drink the milk even if he pretended it was normal cow milk. If the breast has a picture of a missing kid, it would seem more like milk from a carton but in a rather hilarious way.

Ok, it's a running gag that goes on through out the episode about drinking the breast milk and if it's right. As far as the "not even if Carol's breast had a picture of a missing child on it" remember that he used to be married to Carol and some guys like to.... And it's also goes to the storage medium of the milk breast or carton. And it's also Ross, they make him over-react to everything, and it's the over-reaction that is funny.

Because little cartons of milk used to have pictures of missing children on them. So Ross says it because having a picture on Carol's you know what would make it look more like a carton of milk but he still does not want to drink the breast milk.

Before milk was in plastic containers, they were in cartons with photos of missing children on them. Since pretty much everybody drank milk, the pictures were seen by millions of people in the hopes of the missing child being found.

I never found the show funny in the first place, but that's the meaning of the joke.
