You absolutely cannot tile over it, no matter what anyone tells you. Remove it and install a membrane with a mud/concrete base. The xtra money it will cost will be recovered by a problem free tile job. Also check a few web sites like "DIY Network". Do it right.Do it once

The best way to stabilize it is to fill the gaps under the metal if you can get to from the sides pour some liquid plaster (one part cement and two parts sand) and press the base of the shower over it,if you dont'have access tear the base out and rebuild it with concrete and then tiles, or live with the live bottom shower.
In any case dont'put tiles on top of the metal,it would be a waste.
