Depends.
First, on who you define as British. The second on if you think the UK belongs to the government, or the crown.
The Queen is about a third German, Prince Phillip is Greek, and if Prince Charles takes the throne, the UK will be in the hands of someone not 50% british by genetic heritage (going back about five or so generations).
As for the government, Gordon Brown is British (no matter what else you may say about him) and therefore the UK, if it belongs to the government is British.
Regarding the electorate, no matter how many immigrants you may think there are, they make up less then 50% of the population, so by simple majority, yes, the UK belongs to the British people.

It never did.
The UK belongs to very few highly rich people, not the general public. It never has done and aside from little parts that have been bought by public groups, it never will be owned by the British people.
By the way, your name invariably comes up beside those question which will raise an anti-immigration backlash. If you're really not a racist little thug, prove it.

Technically, yes. The rights of the people are enshrined within the Constitution, which the Sovereign Crown protects on our behalf. That is why we use the term, "Her Majesty's armed forces, Her Majesty's Government, legal system etc. This structure is intended to protect the State and our Democracy/Capitalist system from abuse by an over powerful Government.
That is why this Government is behaving unconstitutionally, and in my view, illegally, by committing us to a federal Europe without a referendum.

It never did!
If you know your history it belonged to european nomads cut off after the sea rose after the last ice age. Until they arrived from eurasia and may have displaced neandertal man there were no true britons.
Since then it has been settled by amongst others these;
Celts (especially cornwall and ireland)
Romans (up to the scottish borders, but these included soldiers and men from all over the empire, Egypt and Africa)
Vikings ( esp along north east coast from denmark and into northern england)
Vikings ( from Scandanavia along scottish islands, coast lines and down both sides of Ireland)
Normans ( from northern france, 1066 and a hundred years war, aquitane and crecy)
Hugenots, Flemish, Dutch (from William of Orange)
Germans (with the Hanoverians and kings George, etc)
Mixed Africans, asians and chinese ( related through piracy, the slave trade, sugar, rubber in malaya, indian empire, and opium wars in china, trade for silk and tobacco, through places like Liverpool, Bristol and London)
Then there was reverse immigration from the welsh(miners), irish (for canal / railway building)and scottish (cleared for sheep) that went to places like Uruguay, America and South Africa, Africa, Australia and New Zealand- take your pick! their children come back.
So not counting small groups also like Russians, Jews, Muslims and / or italian prisoners of war or free french fighters that stayed with americans after the last war -- who is british?
I am English and consider myself european, but not to be british- that is how outsiders think. Ask a scots man?
One last joke, what do you call a welshman that could swim! Answer an irishman, this just proves that all the people move all the time - just look in your history books.
Oh I forgot to mention the iceni, the picts, the bretons, the pakistanis, polish, etc etc etc

There is real concern with real Brits on this; look, even here in Yahoo Answers there are those asking : "Who are the British people?". We have a problem and mass immigration has caused it

We are gradually being overtaken by Immigrants, and that shows when we have a Mosque now on every corner of every Street. The latest one being built will hold over a thousand. That is obvious to anyone what they are doing, in building all these hideous monstrosities, in our City.They fill our Streets with all the filth they can throwing it out of their doors, and do not care a damn how many rats we are getting. Then you ask....are we being taken over...the answer is YES.

The UK belongs to the Crown, in that the Crown owns all land.
I suspect your question is some sort of immigration-issue thing and your definition of 'British people' means the brown people don't figure highly.
