What state has the highest Usury rate for intrest on Commercial Loans over $500,000.00?

I am writing a paper and cant find any listing of Usury Rates for each state. I am trying to find what state has the Highest allowable Usury Rates for intrest on Commercial Style or A&D Style loans.

commercial loans aren't covered by usury, so there is no maximum rate
