False. I know for a fact Wisconsin doesn't, and New Jersey just outlawed it this week. Hopefully, someday in the not too far off future, it will be banned permanently in EVERY state. While our criminal justice system is a good one, it is FAR from flawless (just ask the Goldman family). I am sickened by the prospect of the government sanctioned murder of even one innocent person.
It is barbaric and wrong and we are the last "civilized" western nation not to abolish it. Take a look at the map referenced on the page below & tell me which countries you'd rather be with on this. Looks like for once, we can agree with Saudi Arabia, Sudan, Iran, China, and North Korea on a human rights issue.
