Because as you get older you forget or lose more and more of your skills. Scientists have found that the underlining skill is one of the last to go.

...because they grew up before the era of italics, so in everything they hand wrote - they UNDERLINED important parts. In a store bought card, in order to put emphasis where they want it, or to add that little personal touch, they underline certain words to make you feel special :)

I have just looked through 17 cards from old folk, no underlines, I don't think it is general practice, I do not do it.

I don't think it's just old people that do it. I've done it before to emphasize the phrase or words that sparked me to pick that card out for the person I'm giving it to. It just seems to emphasize the idea of "I couldn't have said it better myself".

That's too funny, cause my Mom did that to the birthday card she sent me a couple of weeks ago!

"To our BEAUTIFUL daughter on her birthday -- have a SPLENDID day, WE LOVE YOU!!!"

My grandparents have never done that to me. Neither have any other senior citizens in my area when they give me cards. Maybe it's just your imagination...

They are emphasizing the things being said, duh. Do you not appreciate the thought that they are really trying to tell you those nice words themselves?? I do it all the time and I'm not old, so there.
