with a ethernet card but, my windows xp network connections page says that the cable is unplugged but it is not checked it over multiple times. Any ideas how to program my router to let my second computer connect also?

Check if it has physical signal - does the light on the adapter goes on, when you plug in the cable? If it's not, the problem is with the cable, most likely.
If you're connecting two PCs with a direct cord (not through a switch), it should be a "crossover" cable, if your network adapter doesn't have the ability to work with standard cable plugged this way (many of them don't).
If the light goes up, but the adapter shows "no connectivity", then most likely it's because your TCP/IP settings are not set up. You should then try to assign them manually, e.g. IP addresses 192.168.0.1, 192.168.0.2 to the two PCs.
If you want to connect to the Internet from one PC through another, you should set up Network Address Translation, which is done differently, depending on what OS you're using.

Try using a different cable, the one you are using may not work correctly, or is the wrong type. You need a Cat 5 or Cat 6 ethernet cable, not one which hooks up two computers to each other.

If this does not work it is time for you to call Belkin support. The phone number to support is at the back of your manual. You can call anytime of day, but to get to a level 3 tech, they will probably have you call during the week between 8-5 Pacific time, if it is still the same, unless it is an emergency, and then they will locate one for you anyway.

Shouldn't take any programming, just be sure you are plugging the cable from the network card into one of the network jacks on the back of the router and not the "WAN" jack.
