whats this movie?? (sci fi movie, where the main guy competed with his stronger better brother his whole life?

i remember there were 2 guys. brothers.. and one was the more liked one, stronger, smarter, better. and the other one wasnt so smart/strong/whatever.

so the 'stupid' brother wants to prove that hes better than his brother, so he had to get a complete makeover of his body. one thing he did, was break his legs and put some metal beams in them to make him look taller.

and everyday he has scrub his body (clean it) reeeeally good so he can get all the dead skin off. bc maybe some of if would probably fall off and hed get caught

The movie is more than two brothers where one was weaker. One was a natural baby and one was a genetically modified baby. The natural one turned out to be weaker in many ways. He was near sighted and had a bad heart. However, he was much more determined that his genetically perfect brother. He was determined to be on a trip to one of the outer planets as an explorer. He used a person called a "ladder" to hide his genetic problems. The ladder was a person who was genetically enhanced but could not do the trip for other reasons. The one that was chosen was one that was paralyzed and could not go on a mission like this. They used his DNA and medical profile to get past the tests done on the applicants. These tests would normally exclude the brother from being able to go on the mission. The brother also had to make sure that he did not leave his actual DNA at work. That is why he scrubbed his skin so well. He was removing any dead skin particles that might fall off. The real kicker is when there is a murder at the place where he works and the police are trying to figure out who did it. In their investigations they figure out that there is someone there who is using a fake identity. They figure that is they guy who did the murder and start to focus in on finding the fake.
