I've used straight ammonia, ammonia with hot water. I've removed a few layers but I need to remove all of it without damaging the vinyl no-wax floor. (Men, I tell you!)

Try a janitorial supply. It would help them if you know what type of wax was used. The will be able to help.
Just be carefull to follow the directions on the stripper as professional products are more concentrated than those normally sold for consumer use.

There are commercial floor strippers/wax removers. Try your local home improvement center.
