When one of my friends was taking the bar exam (to be a lawyer), they announced that if anyone's cell phone went off, the person would be immediately escored from the room and not allowed to finish the exam. Since you have to pay a few thousand bucks to take the test, you'd be out those fees. And some people had jobs contingent on passing the bar, so you might get fired.
Well, one cell phone went off. And the person who owned it didn't confess. So they called the phone company to find out whose it was. Yeah, not good.
The point of this answer is that cell phones, while essential, are also a menace in places where you shouldn't be disturbed. Like at school. Schools should be teaching teens to check the phone ALL THE TIME and ensure that it's not on. $20 now is a small price to pay compared to failing the bar exam. Think, think THINK.
There may be some problems with this policy (since it may be discrimination based upon economic status) but it would probably hold up (just like library fines for overdue books).

You shouldn't have your cell on at school. You are there to learn. If you need a cell for after school or emergencies, then you go to the proper designated areas to use it.
I'm sure the $20 fine isn't used to punish the student, it's used as a deterrent for you to continue using the phone in an unauthorized manner. Some people can't follow the rules even when they've been warned in advance. I certainly would't make that mistake if I knew it was going to come out of my mom's pocket!

The best School Board policy is to have school staff take the cell phone and file criminal charges for disturbing school, have the offender go to jail for a couple of months and make the offender pay each person in the classroom $1000.00 for disturbing their right to a free and appropriate education.]
UNLESS the person with the cell phone was sooooo stupid that they did not understand the rule against having cell phones at school. If so, the person should be should be required to do sing the school fight song in the next pep rally while wearing dunce cap and a black cape, red combat boots and red long johns.
That should take care of the problem.

The school I taught at did the same thing. The rule was no phones in class and if you broke the rule you paid the fine. So even if I saw them out they should have been taken up and given to the office. The kids could have them on campus but not in the room. Rules are rules, stop worrying about your cell phone and get an education.

It depends on the whole story. In some schools, students and parents have to sign an agreement that cellphones are not to be brought into class or they are to be on silent mode. Breaking this there could be some kind of policy that was agreed to by the parents. It is probably a policy enforced by the board of education. $20 seems kind of steep. I would see if your parents signed something at the beginning of the school year.

No. I think it's brilliant! Hit 'em where it hurts! The idea is to TURN THE D**N PHONE OFF. They are hoping that if a parent has to pay $20 to get the phone out of jail, perhaps the parents will be more effective in communicating to their kids that it is unacceptable. Frankly, if it were my child, the phone would stay in jail for at least a week before I got it out -- with THEIR money!

I don't necessarily agree about paying. Maybe try detention or something instead....
But I guess the key here would be to keep the phone home. I know it defeats the purpose of "emergency use" but if kids can't be responsible enough to respect the rules of cell phone use then maybe they shouldn't be having them.
Because let's face it, the kids sneak a text here and there, play games, call each other, have nice loud ringtones and forget to shut them off or put them on silent. Kids should focus on learning (I know, I know) and not their cell phones.

Well, I suppose it's a bit harsh.
On the other hand, if you are just given a slap on the hand, chances are you are going to do it again.
That way, I bet that the same person doesn't do it twice!!!
I think that what they want is for parents to take some responsibility in the way their kids behave.
Fair enough, you provide him/her with a mobile phone for school, well, make sure he/ she doesn't make a nuisance of himself/ herself in class with it!!!
I actually think that it could be very effective even if a tad hard.
But, until people learn to take responsibility for their actions, then nothing is going to change for the better!!!

Great idea, I hate inconsiderate people! Phones are going off at weddings, funerals, dinners, schools and plenty of other inapropriate places and I can not stand it! Most people just aren't that important to need to have their phone ringing all the time and/or a silly ear piece in all the time, It just looks ridiculous! Unless your the head of a multinational corporation, CEO, doctor or other high ranking official you can probably wait. Have some sensibility and consideration for others!

Cell phones should be turn off at school. I do believe that you should have a warning the first time and then there after pay a fine.
