Having one breast bigger/smaller/different than the other IS normal. Naturally, our bodies are asymmetrical. Some people have one ear sitting higher than the other, one arm slightly longer than the other, or whatever. It's no different with breasts. It may fix itself or you could wear a padded bra. I've seen where some women get an implant on the side that is "less developed," but that is totally up to you. Depending on why you're doing it and how it makes you feel, will let you know what you should do.

Haven't you ask this before. You are just 15 and your body is not fully developed. Give yourself time. This is no big deal, there are grown women like this and they live with it.
There are padded bras and push ups bras. Gaining weight which , you probably don't want, will also but more size there.
You cab wait till you are older and have surgery. Don't worry about this now.

Can you blow up the Avatar, I can't see what you're talking
about! It's perfectly normal to have one side slightly larger
or slightly different in shape, but if you have a swelling or
large lump then you should see your doctor. The human
body ISN'T perfectly symmetrical!
