Sounds like the boss thinks he/she is the master of the domain where the lowly worker bees must bow and offer praise.

I don't think it's a good policy to "require" anyone to donate for a gift to the business owners.
After all the business owners are benefiting of the profits of the business.

It's improper to require it. Usually workplaces use lame disclaimers that it's voluntary, and then the petty backbiting starts when someone has the stones to say "no."
Is it illegal? Usually not.
You have to judge the "office political" effect of not paying in, and go from there. Some folks are indispensable, others aren't.
Depending on your relationship with higher-ups, I'd ask for a written invoice "for tax purposes" of this mandatory donation. I bet they'd back off rather than put the solicitation in writing.

Unfortunately, it would be "proper" of you to donate. But, the thing is, if you are anything like me, I personally don't have the extra cash to donate for someone that is not close to me. I don't think it is "proper" that you are REQUIRED to donate. If you're REQUIRED to donate than it really isn't a donation, more like a PAYMENT! I hope that you receive a Christmas Bonus. Even if you do, it's kind of like they get your bonus back. If you don't then I, personally would raise H*ll about the REQUIREMENTS! Happy Holidays!

In my opinion this is completely improper as a matter of ethics and as a matter of etiquette. Gifts are by definition completely voluntary and reflect the sentiment of the giver. Involuntary "donations" are not gifts. If the business owners are oblivious to this practice they are not being particularly diligent in their management. However, I do not recommend being the one to inform them of this. Your choices are go along because the job is worth it or find a place where you want to give a gift to the leadership because you want to.

I don't think it should be a requirement! If you donate, you get to sign the Christmas card for the boss. If you don't, your signature is somewhat conspicuously missing. It's completely up to you! You wouldn't want your employees being forced to get you something, right? I don't think you should have to at all.

No you are not required to give money. Remind them that it is a donation. Not a requirement. If that isn't an option, then throw in a couple bucks. No one can make you give anymore than you can afford. Good luck and God Bless

I think that's totally backwards - The business owners should be handing out the gifts to show their appreciation of YOU!

seems kind of lame to me...
Do employees get some type of bonus/perk for Christmas also?
How many employees are we talking about?
Do employees have regular contact with the owner or do they basically pay for the gift and the department heads get their noses brown?

I've never liked these coerced "donations", but is it worth endangering your job? Ask what the average donation is and come in a little below that. That will send the appropriate message.
