Under the European Union Copyright Directive, it is is illegal to make ANY permanent copies of a DVD or CD. You are not allowed to even make just one copy for 'backup' purposes. This has been the law since October 31st, 2003.
It is however permissible to make temporary copies. e.g. PC hard drive, mp4 player, DVD-RW, etc.
The E.U.C.D. does allow you to make one 'backup' copy of a computer, video or console game, though.

I think it's legal as long as you do it without any business purpose, If you stick with freeware, you may try DVD Shrink, just google search for it. If you need detailed info, you may take a look at this step by step guide

try cnet website gives you a whole list of dvdrippers, only illegal if you sell them on.
