Anyone who can predict those events accurately has a clear shot at the next Nobel Prize in Geophysics. But so far the best results are more likely to come from a kid with a deck of tarot cards.

No one knows and no one can predict this. The meteorologists can only study the data they get from tools that sense changes in the earth's movement. Although they cannot predict when, they have improved on how quickly information gets passed along to people. Probably because of the last one.
