You mean what are the diameter and radius of a circle of circumference 43.96 cm?

[1] C = πD ==> D = C/π
[2] C = 2πr ==> r = C/(2π)

Divide the circumference C = 43.96 cm by π ~ 3.14 and that gives the diameter D = 14 cm = C/π [1]. Half of the diameter is the radius r = 7 cm = C/(2π) [2].
