Contrary to popular belief, Ho Chi Minh WAS NOT the leader of the Viet Cong. He was the founder and leader of the Viet Minh, which became the Viet Cong during the U.S. occupation of South Vietnam. During the time of U.S. occupation, Ho Chi Minh was prime minister and president of North Vietnam. There is no doubt that Ho Chi Minh had significant control over the Viet Cong, but he was not in the NLF (National Front for the Liberation of South Vietnam a.k.a. Viet Cong) and was not their leader.
Truong Nhu Tang, who was one of the founders of the NLF, was the Minister of Justice and the highest leadership position during it's existence between 1960 till 1976. Ironically, Truong Nhu Tang defected to Paris two years after South Vietnam fell to communism.

The VC were either RVN locals who sided with the north or sappers and sabotuers from the same. They chose their leaders from their tribes or, accepted those that slid down the Ho Chi Min trail.
Speaking of old Ho, he was their glorious overall leader. He was a hero of their war against the French and their political/spiritual leader later when we dug into the rice paddys.
Ho Chi Min... not exactly the stuff of hero worship but the VC and NVA followed his words like gospel.

Their own leaders were wiped out along with them after the Tet Offensive, which in purely Machiavellian terms was a brilliant move by Ho Chi Minh because it destroyed both American resolve and any rivalry to North Vietnamese leadership.
