If you exercise your upper body, you can tone your bust to a certain degree, which will give some lift. Push-ups are a good exercise, and if you can't do a full push-up, try starting out on your knees to do a half push-up.

I have a 16 year old friend who had a problem similar to your's. She had C's, but her breasts sagged as well. She wore a push up bra under a sports bra, and in about a month, there was a noticeable difference. They didn't sag as much, and they moved closer together, even without a bra on. Maybe that might help?
