I want to do things like painting, repairs etc...not major remodels!

Not only would you need a contractors license to begin a business, but you need to get a business license also. One wont work with out the other. General businesses are required to obtain a business license or else they will face late penalties and everything else. And then if you are doing home improvements, then a contractors license would be a requirement to get your business license. Kinda confusing huh? Check out this website. In california, you do not need one if your jobs are less than $650. And you can not "write contracts" -- which means you will need to charge by the hour (plus parts), not by a fixed bid.
