Yeah, I think innocent bystander is redundant. Because if you had anything to do with the main event you wouldn't be a bystander.
It maybe born from jounalists that like to add drama to a story. To put the word 'innocent' along with bystander gives them more of a babe-in-the-woods feel to them. It's more tragic when something happens to an INNOCENT bystander rather than just a bystander.

You can be an innocent bystander or a guilty fleer (is that a word flee-er?). Those are the only 2 options-it's in the rule book, page 489, section B article 9 and three quarters.

im sure every "innocent" bystander is guilty of something, just not anything related to the crime/incident in question.

therefore you can feel secure in knowing that really, every bystander is a guilty one.

Lol, I guess the term Innocent bystander is somewhat redundant now that you mention it.

Kind of like saying "irregardless" even though it means the same thing as "regardless"

I can't remember what the doctrine is called but I learned it in one of my paralegal classes years ago.

Something about being capable to intervene but chosing not too...like if a doctor is on a train and someone is choking but the doctor doesn't give them the hymlech manuever...

there are in new york central park there was a large gathering of men hundreds who slapped and sexually violated women as men women watched and did nothing. they were guilty of seeing and not reporting a crime
