Limiting immigration.
Keeping a tight money supply (people can't afford kids),
Limiting healthcare benefits (sick people die quicker).
Imposing the death penalty for just about every law violation.

so far the government seems to prefer the killing of babies. but there is really no need. have you ever flown over the US? the place is vacant.
