it is mostly still considered a craft inso far as making general baskets or vessels. I have seen some artists use the media to go above and beyond making a basket or bowl, or hamper. They make large sculpture from it,in a unique shape or size. This would fall under the category of fine art.
art is defined as making something unique, not generally done by most people...

Yes, basket-weaving, as is painting, is by itself a craft. The art part is in the result, as it also is with paint. The artist must also be enough of a craftsman to make his vision visible to others.
