I need to know because I want their DSL internet only.

That should not be a problem, although they might charge a slightly higher rate for the "unbundled" service.

As an example, my dad has High Speed Internet service through Cablevision, but does not have Cable TV from them.

DSL goes over the phone line and has nothing to do with cable. So no you would not need to get digital cable for DSL. But you will have to have phone service with them.
