Try fingernail polish remover.

I have used Acetone to remove dried nail polish from clothing, so I would say Acetone, or finger nail polish remover without acetone...they do make it. Buy it at the drug store, try it on an inconspicious place in the corner somewhere first to make sure it doesnt remove the color from the rug. Let it dry, then check it. If it is ok....try it on the spot, using a clean old towel and dab and hold it on the dried spot for a count of 20 seconds, lift and see if the color transfered to the clean cloth, redo this until the spot is out. Rubbing it will cause it to spread and enter further into the fiber of the rug.

You can dab polish remover on it to soften it. Try on an inconspicuous spot for deeper cleaning first.
