I remember reading not long ago where a guy accidentally stumbled on the concept that water will burn. I not remember the specifics as he was researching something totally different.

you can split water into its parts with electricity, then burn that,
this is using water to transport the energy,
but no one has ever found a not radioactive way to get fuel from water.

You can not use water as fuel for the simple reason, water puts out fire and it does not burn.
