Yes, DSL uses the local phone lines for the Internet connection. You can either use your current phone service provider, but often these days DSL providers also provide phone and television and often cell service, and you can bundle with them and save some money.
It is true thought that you could use a different line, have the ISP set it up, but it will not only have some serious upfront costs, but will be an extra bill for that line. It is much better to use the current phone line. There are filters you put on the lines to stop interference and allow calls to come through while you are Onliine.

Not really, you can have another Telephone Company install a dedicated phone jack and fire up DSL on that one. It'll be another bill, but it can be done.
Please note: That "other" company will likely be leasing the line they're installing in your house from your existing company anyways, so it might be the same difference. To completely isolate services, maybe a cable broadband provider is a good alternative.
