You can do phone # lookups by googling the #, or by using switchboard.com. You probably won't get cell #s, and you won't get unlisted data, either.

As for background checks, you'll probably pay for it. If it's free, either someone else is paying for it somehow, or you're getting what you paid for in terms of accuracy and completeness.
