Plaster of Paris would work well. So would simple soft modeling clay. If you bake the clay, then you can also use bronzing powder or stain to make it even more interesting.

I can't tell you where to buy it there, but when you find a place, just be sure to read the packaging carefully, because many craft plaster products have warnings not to use on skin due to risk of burns. Maybe you know already, but plaster doesn't just dry. It heats up as it sets because of a chemical reaction that is started when you mix in the water. So make sure what you use is the nice safe kind of plaster for casting people. ..or use that air-dry salt and flour dough that can be made at home, and then paint it white afterward for a more plaster-like look.

My husband did my hand in a box with wet plaster of paris. When it set, I managed to wiggle my hand out without disturbing the plaster. Then he poured lead into the mould and made a rather heavy hand which we use as a doorstop.

i agree with the dental molding - i have seen some great, detailed casts of fingers and hands, the down side of course is the cost, however, talk to your local dentist and see what you can arrange, it is your daughter after all,
Plaster of paris may break over time, concrete is hard on the skin, especially a young child,

You could us Delft Casting System.
Its used by jewellers to cast gold and silver. The clay is very fine so make a very good impression. You can then make a mould and a cast of the hand.
