I think definitely the Ravishing One. This guy was better than anybody else at the time in the organization. Many of these guys coexisted with Hogan and it was a shame that he held the belt for 5 years when there was so much talent around.

It's a good thing that the NWA and WCW recognized their talent and gave some of them a fair run at the title. Dragon defeated Flair, Rude won the NWA belt in Japan form Sting and Ron Simmons was the first ever Black Champion in History.

I hope Finlay gets the belt at least once. You know that in a real fight both Finlay and Regal would kick almost anybody's butt, since these guys have been earning a living fighting since they were 16 years old.

By the way, the greatest ever not to win a world title (and not wwe) is not on your List. Arn Anderson should been champion at least 3 or 4 times, what a shame.

The Dragon, The Snake adn the Perfect one, all deserved a run. I'm not so sure abot Santana but hey...The man handed the Deadman his first ever defeat as a wwe superstar.

I would also include Ted Dibiasi, Bam Bam Gordy, Mike Rotundo, Ken Shamrock, British Bulldog, Jeff JarrOwen Hart and specially Vader (the way the wwe disrespected him was crap).

I've always cited Perfect and Roberts when answering questions like this, but I'd also throw Razor Ramon into that mix. Seriously, Scott Hall is a talented big guy who had the crowd in his pocket. There was only one thing keeping him from going to the top of the heap, and it was him. He's actually said in interviews that he's declined from holding World title in both major companies during the monday night war. While I agree that he wasn't World Title material in WCW (Mostly because the Outsiders didn't NEED titles), he was a major hot commodity as Razor Ramon in WWE. But I will give Scott this, he knows his demons well, and he knows the limitations they set before him.

Finlay's one I never considered, same with Regal, and I think both men are charismatic enough to get over with a crowd, especially Regal.

Steamboat's always been the Upper Midcard measuring stick in my eyes. I'm not saying he's a bad wrestler, I'm just saying I couldn't take him seriously as a world champion, even in a time when gimmicks ran rampant. In the same respect, though, I'd say the same thing about Randy Savage, and those two could put on barn burning clinics like no other duo in wrestling history. Steamboat's not the problem though

Ted DiBiase has to be the best wrestle to have never held the WWE/F Title or any other World Championship. He tried to buy the title from Andre the Giant, but then WWF President Jack Tunney refused to recognize him as champion. Since a champion can relinquish a title at any time, when Andre tried to surrender the belt to DiBiase, he was no longer champion.

Ted Turner, Vince McMahon Sr. and Jr. decide who would be given a World championship based upon how they perform following their scripts throughout the year and if they follow the company rules and regulations. All of these wrestlers (Ron Simmons Jeff Hardy, Rick Martel, Rick Steamboat w/Ric Flair and Tito Santana won tag team "World Championships") probably did not want to kiss the McMahon's or Turner's butt to have a chance to earn that individual "World Championship".

That's how you earn that chance..... Simply following the rules and making the best use of your face and mic time. Feedback from your performances is like a report card.

Yeah..your list is full of awesome wrestlers that never held the big one..
Arn Anderson was one of the best that never held a Heavyweight title generally and that sucks that he only was a tag team champion...

Personal Opinion:
Ricky "The Dragon" Steamboat.Steamboat was one of the most technical gifted wrestlers with awesome moves and a huge variety of them.He has a born gifted charisma and his style was unique.He seemed like a karate fighter with pure wrestling style..
He gave us so many awesome classics..Who can forget his matche sagainst the Nature Boy Ric Flair in the late 90's or his rivalry with the Macho Man Randy Savage that lead into a Wrestlemania classic..

Generally he is on my Top 5 wrestlers of all time and he was a true professional.I said it other times as well but a Flair vs Steamboat at Wrestelmania one last time would be amazing if Ricky is still capable to offer..

All the respect of the world to your list and a few others but Ricky Steamboat is the best in my eyes that never held the Heavyweight one in World Wrestling Federation/Entertainment

now ricky the dragon held awa title or was it in nwa title he won it against flair even though it is the wwe title i am count as had holding the title. Jake the snake roberts he had awesome mic skills ring psychology and not the best wrestler but way better ring tech then hogan and ultimate warrior. i think he deserved to wear it at least once.

I always wonder how someone as talented as Owen Hart never got a World Title run.

But I do agree with some of the other users about "Mr. Wonderful" Paul Orndorf. If Vince had allowed it, that could have been an epic world title feud.
