I am doing a science fair project on rusting nails. I am going to put 1 nail in a jar containing water, salt water, bleach and vinigar to see which liquid will make the nail rust faster. My question is, should I put the lid on the jars or just leave them open?

I would be very careful about covering you jars. Some of these reaction produce gas including hydrogen. Depending on the concentration of reactants and the temperature it could get very exciting.

Since rusting requires oxygen, I would leave them open. You might loosely cover the jars to prevent evaporation of the liquid, though.

I have little chemistry in me now though it is my favorite subject. Why don't you try another jar with lid & W/O .I am sure one nail will need more Oxygen to balance from the atmosphere.
