That question has no definite meaning. But you probably know that.

The universe is perfectly intelligible to God, but not very to a snail. Between the two is the medieval Great Chain of Being.
And you are taking a stand on the question long debated of the priority of mind over will. Maybe you are right. But some things are only really known when they are loved.

(It's no wonder I get so few points for answering questions !!)

Since the universe by definition includes all, then the IQ of the Universe taken as a whole MUST be 100.

The hypothesis that the Universe as a whole has a collective intelligence or mind, and operates as a single conscious entity is known as Cosmic Consciousness. This is also used for the state of mind when and individual being acquires the conscious of the Whole and realizes the illusion of self. MahaSamadhi the Hindus call this. The hypothesis that all objects, even rocks or bowling balls, much less living beings have some element of consciousness is known as Pan-psychism. If the Univese as a whole does have a collective intelligence, the predictable IQ would be well-nigh infinite and beyond the ability of humans or any computer to calculate. The greatest genius that has ever walked the Earth would be as nothing in comparison, not even measurable.

In Hinduism, Brahman is supreme intelligence of the Universe and has no set form, no set attributes and is essentially unknowable. Hence, the Brahman created out of itself [never a he or she] the trinity of Brahma, Vishnu and Shiva and their consorts. The ineffable feminine form of Brahman and active creative power of Brahman, the Supreme mother goddess is Shakti. The consorts of the triune gods are merely local or finite manifestations of the Supreme Mother Shakti, as they themselves are local manifestations or reflections of the Supreme Brahman, and even the gods die in time, albeit enormous spans of time, equal to the disolution and death of a trillion trillion Universes!and in some versions, Shakti is supreme and primary. Brahman and Shakti are eternal and infinite. No mind can comprehend them, hence the necessity of local or finite gods which the mind can at least grasp incompletely! And in the ultimate, all beings are themselves facets of the Supreme Brahman. There is only one Soul, we merely think ourselves to be a distinct and separate individual from the whole. This is illusion as is the physical Universe, itself a drama, a playground, a testing ground in an endless evolutionary process.

The universe itself is not intelligent, but it could not be random either. Look at the way things work. The laws of nature fit perfectly together to make things the way they are.

The IQ of the universe should be 100 or lower, since 100 is supposed to be the norm for mankind. I say lower since they need to change that average to be lower than it is, just look around.

What would happen if the universe failed an IQ test (which would have to be set by God)?
If the universe contains all thought, then its potential intelligence is equal to the maximum intelligence any part of it can imagine.

--THAT MEASURE has always have to have a master , and an intelligence of unequaled magnitude to keep things functioning automatically, such master has personality--as God!
