You would need to prove that you cannot work at the moment. Yes, the state can suspend your driver's license. It was a law passed by Bill Clinton, I believe... I may be wrong on the president, but I think it was Clinton. Also if you have a business license. Check out this website.

Yes. This is one of the newer tools that Child Support agencies have. They can also garnish your income tax return.
