Dew point is the temperature at which excess moisture would precipitate out of the air. Cooler air can hold less moisture than warmer air. So if the air cooled to some lower temperature, the dew point, the air would no longer be able to support its own moisture content, and the moisture would condense out. Dew and frost form when the dew point is reached overnight. Since negative temperatures are perfectly meaningful in the Fahrenheit and Celcius scales, a negative dew point doesn't mean anything special, except that the air is probably pretty dry.

I would say the point at which moisture evaporates, rather than develops.
