i dont think he was the most boring champion.
here is my view.
he is a good wrestler, but wwe creative wants Cena to use limited, thuggish moves.
before JC became a main star, in OVW, i saw Cena mat wrestle, do dropkicks, work great in the ring ect... since given his thug gimick, he has been told to limit what he does.
Cena wasnt boring, but it was Vince who made him get pushed, to the point where WWE PPV's became predictable.
Cena's injury wasnt a good thing, but may turn out to be the silver lining in the clowds.
Cena has had time off from the fans, have given them a break, and i am sure, when he comes back will be gladly recived.
Cena isnt supposed to win the title until Survivor Series. From what i understand, WWE creative want Orton to win Jeff at the RR, and hold the title until WM. then he will face HHH, and Batista (who is favorite to win the RR match, and allow him to trade brands).
down the line, Jeff and Matt will win the world titles at Summerslam
as for the WHC in the meantime, Edge is to hold onto the title until WM, where he will face Taker in a streak vs. streak match, after Taker wins the Elimination Chamber match at No Way Out. Taker is most likely to walk out as WHC again, before he retires in the next few years, then goes to real estate.
after this, Jeff is supposed to loose the title to Cena at Survivor Series, and by that time, fued with Jericho, with Jericho winning around WM time the following year (2009.)
this is the plan right now, as i understand from WWE Creative, but plans can always change in WWE.
hope this helps, and gives my view on both Cena, when he will win the title, and both World Title Pictures.

YES YES YES! I couldnt stand to watch WWE when he was the champion. I always knew he was going to lose on raw and then win every ppv match, which was utterly bogus. I hate the whole superman gimmick he had and the whole "hustle, loyalty, respect," thing he had as well. I hope he doesn't come back and the fans cheer him...I hope he comes back and gets booed out of the arena.

Yes, so boring watching Cena dominate for well over a year i was getting shiitty. Cena, in my view, is one of the worst wrestlers in the business at the moment. All his matches are so predictable as well.
I bet, when Cena comes back, he will begin to dominate again and once again, RAW will be boring.

Wrong, Bob Backlund was the most boring Champ in WWF/E history and Cena isn't that bad.

The Rock, Hogan, just to name a couple were champs who couldn't wrestle. But they always brought the excitement. Some guys get by on charisma.

i agree dude, hes just like hogan was ,and randy savage, has only a couople big moves, not even done that well, and fopr the rest hes basically a brawler. i liked him when he first debuted, when he almost beat kurt angle and didnt have a gimmick, he was just him. he could actually wrestle really well back then, but his rapper gimmick destroyed his ability.
