If you are doing your calculations on a western astrology site and a vedic site, you will get very different answers, as the systems are very different.

I suggest you try http://www.astro.com
They match exactly the hand calcuation method I was taught by a certified astrologer many years ago. They also have a huge database to match your birth city in latitude and longitude.

The rising sign is the sign on the eastern horizon at the moment (time/location) of your birth. The rising sign sets the cusp of the 1st house, the rest of the signs follow in zodiacal order.

Your rising sign has those qualities that you strive for, it is your outward expression of self. You sun is simply your 'ego'.

Your moon sign is how you re-act on an emotional basis.
Just as mercury by sign and house, shows how you use the thinking process. etc. etc.

Astro.com has free interpretive features, just click on 'free horoscope'. You can do your chart drawing, and learn what everything is by using this site's features.

Good luck and Enjoy!

Seriously I can answer with short comments. The exact time you were born is needed to get the best take. Rising sign refers to to the face of your physical side and the way you appear to the world. The moon sign is your emotional core (or your heart ) and how your emotions and self fit you into the environment and the world. This only explains the basics and you need to explore more of an understanding on the site I listed below. There is a lot of poor explanations on these signs and hence the confusion.
