Galveston is near Houston. However, the beaches are full of seaweed right now.

You might try Bolivar Peninsula. Catch the ferry from Galveston. The beaches on Bolivar are quieter, less people and are cleaner. They're just harder to get to. Take a map before leaving Galveston so you can figure out where you're going.

Closest beach is Galveston Island. 50 miles South East of Houston. During "non rush hours", an hour drive.
On weekends, Fri to Sun, with nice weather, and holidays, you need advance hotel reservations. They sell out.
Week days, no problem.
Might be too cool for swimming this time of year. Temps in the 60-70s.

If you decide to go there, don't miss Moody Gardens.
Lots of fine restaurants, fresh seafood. Figure about $25-30 per person, for drinks and dinner. Some less, some more.

galveston has the best beaches near houston. my favorite beach in galveston is jamaica beach. it's the cleanest and not in the big middle of the tourist area. keep in mind though, this is texas, and the water isn't very pretty anywhere on the coast!
