I looked at various countries in and around the equator to try to come up with the 'hottest' during those two months. I was able to find climate graphs and information on many countries representing S. America, Africa, Asia and Australia. I did not check out Europe because you said tropical which means near equator.

From all the statistics I could find, the country Sudan in Africa appears to be the overall hottest country that time of the year. (Khartoum has temperatures in the 35 - 40°C that time of year)
Brazil in S. America runs a very close second. (Temperatures over 35+°C)

Just to mention, South Africa has a variety of temperatures and some over the 40°C however the entire west coast of the country has cool temperatures (cold ocean current) which makes its overall temperature cooler than both Brazil and Sudan)
