Unbelievable! That is completely inappropriate behavior, whether it is committed by a man or a woman. This guy must be from the dark ages to dare do something like this.
At the very least this should be reported so that the proper disciplinary action can be taken. I don't know for certain if harassment charges will come from this, but regardless most companies have a zero tolerance for these acts.
There may well be a new floor boss in the near future.

yeah, he can be charged with harassment. Most businesses would want them to deal with the offender first and then take their complaints through the chain of command before it reaches a legal level.
this probably isn't the first time he's done this and it certainly won't be the last if they don't take action.
They need to:
1. Document the incident--take a digital picture of the drawing; keep a journal with the time and dates and what was said and to whom and by whom.
2. *speak up as a group* and let him know it is offensive and needs to stop. Point out to him specifically why it is offensive. on an innocent level, He's probably such a troll that he thinks he's being amusing and witty and may not even realize that he is actually hostile, misogynistic and ageist.
3. speak up each and every time he is offensive and harassing.
4. if he doesn't take them seriously or continues with the rude comments, then take the documentation and complaints to his boss or human resources.
5. if the company culture will not deal with the complaints, then contact a lawyer about legal reparations.

From the way you phrased this, I believe this man falls under the "Great Gallant" type of harasser. Here's the definition from Wikipedia.
Great Gallant: This mostly verbal harassment involves excessive compliments and personal comments that focus on appearance and gender, and are out of place or embarrassing to the recipient. Such comments are sometimes accompanied by leering looks. The "wolf whistles" of a street harasser are one example of this.
Thought inappropriate, I doubt one can sue this man for doing this; it's much too tame to bring into court, at least as far as I know.

This falls under the category of creating a hostile work environment, which is by definition harrasment. File a complaint with your HR department immediately, and have anyone else who saw this and was offended file a complaint as well. If you get no satisfaction from them (or if your identity is revealed to the offender) file a complaint with the labor board of your state.
This behavior is unacceptable.

Yes file a complaint with HR and try to get a picture of this, maybe with a camera on your cell phone. If that doesn't work call the board of labor. Don't accept this.

The floor boss is an insensitive jerk. What if he'd written something derogatory about blacks if they were all or mostly black? The same rules should apply.
Is this harassment? I don't think so.
I do think he should be demoted, transferred and chastised.
