Entering the United States with the intent to marry is not immigration fraud or any other type of fraud!
It is perfectly legal for a person to enter the U.S. under the visa waiver program or with a B2 (tourist) visa with the intent to marry a U.S. citizen. However, it is illegal for a person to enter the United States with the intent to marry *and* adjust their status to that of a permanent resident. This is what the K1 is for.
So your boyfriend can come here to the United States under the visa waiver program (he is a U.K. citizen) and you can both get married, legally, this is not a problem.
If you both want to live in the United States after you are married then once you are married and have the marriage certificate in hand then you need to file Form I-130, Petition for Alien Relative with the United States Citizenship and Immigration Services (USCIS). You now husband will have to return to the U.K. before his authorized period of stay in the U.S. expires and await his CR-1/IR-1 visa interview at the American Embassy in London.
In between you filing and his interview there will be some correspondence between you and the USCIS and later with the National Visa Center (NVC).
This whole process can take the best of a year from the initial filing of the I-130, the cost is around $2000 in total from start to finish.
The I-130 can be downloaded from the website below, make sure you read the instructions carefully and send the required documentation when filing to prevent any delays in the processing.

I'm not sure about the laws in New York but in Florida my wife and I needed copies of our birth certificates. Also since my wife had been married before she needed to show proof that she was divorced.
Immigration is separate issue. You can get married but that doesn't mean that he can automatically remain in the US. He has to file for permanent residency as the family member (spouse) of an American citizen.

Go to the courthouse and obtain a marriage license. That's all there is to it. Look up the specific requirements for obtaining a marriage license in the state of New York.

However keep in mind that entering the US with intent to marry is considered entering the US with intent to stay, and if you don't have a specific visa type for that, it's considered immigration fraud and grounds for deportation and a 10-year ban from entering the US.
I do not recommend or condone this, but you can technically lie your way through immigration, get married, then file for a green card under the assumption that Homeland Security won't find out that you entered the country knowingly with intent to marry, but if they do find out, your couple will be in a world of trouble.
If you want to bring him over and get married, you need to obtain a K-1 visa for him. It takes several months to process. Upon obtaining the K-1 visa, he can travel to the US and you have to get married within 90 days of his entry.
Another option is for you guys to get married, then for him to go back to his country, and then you guys can apply for a K-3 visa. That still leaves you with the problem of lying to immigration when entering the US, as in most cases they will ask you for the purpose of your visit, and if you tell them you're getting married, and you don't have a proper visa, you can and will most likely be sent home on the first available flight.

Just like you would any other person. On the form for the marriage license, it will ask for the place of birth and if he is a citizen. Just put down no. As far as staying here, he need to apply for a green card just like everyone else.
