There are several countries in Europe -- Germany, Austria, the Netherlands, the Scandinavian countries -- that have a very relaxed, mature, and adult attitude to the human body. In a public pool you usually find some people wear thong swimwear; some women swimming topless; even some people swimming nude. Some of these nations have a sauna culture where it is common for both sexes to be naked together in the sauna. When I was staying with friends in Sweden, there was a group of us -- two guys and five women -- in the sauna together, and the atmosphere was totally relaxed and there was no sexual element at all.
On a public square, though, I'm not sure. I think most citizens frankly wouldn't care. Law enforcement might make an issue of it, though. Public nudity might not be a specific offence, but they could still probably at least arrest you under public order laws. Europe tends to be a lot more tolerant, but don't abuse the tolerance.

In England it is illegal to be naked in public, and you will be arrested for 'indecent exposure'. This also counts if you are naked in your home where those outside can see you (eg if you are by a window).
There are exceptions to this ruke, eg for art, when people went naked in Trafalgar Square (I think) a few years ago. Also for charity events (eg breast cancer, a number of women went topless).
Men can go topless in the streets, though you will be asked to put a shirt on when entering a shop or a bar/restaurant, as well as some people's homes (courtesy reasons).
I think it's illegal for women to go topless unless on the beach or in another specified place, and it's socially unacceptable for a woman to abandon a shirt in favour of just a bra, but I don't think it's illegal. You will annoy a few older folks though.

It is untrue that you can strip naked in public in any European country. Every country has some regulations concerning proper public behavior. It is appropriate in some countries to be topless at beaches. However the nude beaches are often in a separate area.

yes, and because it is so wide spread no one really pays that much attention as in this country.
It's how you look at the naked body ...Now if you are lusting at each and everyone return home.

it's fine on nude beaches and in gym shower rooms and the like but displays of public nudity are not quite the norm anywhere.

You can be topless at parks and on the beaches of Norway. Never totally nude and never topless any place else but parks and beaches.
