Did you run the install CD that came with your router? That will set it up for you.
If using an ethernet cable, rather then a USB cable between the modem and the router, make sure you have the cable plugged into the correct port. Only one of them will work. (Consult the manual if needed for which port.)
You should be able to connect to the router by opening your web browser and typing in the router's IP address. Depending on the brand, it is usually either 192.168.0.0 or 192.168.0.1. (Consult the manual if needed for the default IP)
If all of that fails, contact the manufacturer's tech support line. That is what they are there for. Without knowing make and model, can not be more specific.

First, since you have already run setup at least once, you need to undo those changes to you can start fresh when you begin again.
You need to use System Restore to accomplish this. It is a good idea to get in the habit of setting up manual restore points before making any changes to a system, from installing software to hardware, to making configuration changes.
To access System Restore--Start--Programs--Accesssories--System Tools-System Restore
For Vista, begin typing System Restore, then right click on it in the list, and select Elevate, enter password if needed.
Now, on the first page select the use System Restore option, not the setup manual restore point, and click Next.
Select the day before you started the installation process and click Next. If that day is not available, click on the date closest to it. the available dates are highlighted in dark blue.
Confirm your selection and click Next and then Finish, and your system will reboot.
After the reboot you will be greeted with a message that you have successfully restored your system.
Now, read the manual all the way through at least once before you start.
Set the router next to your modem. Unplug the modem. Unhook the RJ45 cable from your modem, and plug it into one of the ethernet or RJ45 ports on your router. Do NOT plug it into the port for the modem.
Now, take the cable that came with your router, and plug one end into the modem, and the other end into the modem port on the router. Plug the modem back in and wait for it to fully boot up. Once the modem has booted, plug in the router and wait for it to fully boot up.
Now is when you run the installation disk. Pop it into your CDDVD drive, and allow the system to read it and pop the setup program on your screen. If it does not appear after one minute, open up your Computer, and double click on your DVD drive icon. Now, double click on the executable sitting there, and this will run the program.
Follow the steps one by one, and allow the setup program to go through each step. Do NOT shut off power to the modem, router or computer during this period.
You may need to enter a User Name and Password, depending upon your ISP. If you do not know if you need one, and a page appears asking for one, stop, and call your ISP for the information. Once you have theinformation, enter it into the proper places, and click Next.
The setup process should now send the configuration information to the router. Once it has done so it will tell you if you have successfully created the connection.
Open up a browser and serf to a few sites to be sure you have a solid connection.
Now, unless you are using the wireless feature, you do not need to do anything in the configuration pages except to setup an Administrator password and disable the access point, to keep everyone else out.
If you are using the wireless feature, you will need to setup security, and create a wireless connection on each computer you wish to use the wireless access point.
Enter the routers IP addess into the address bar in your browser. Routers usually ship without a password, or has a default password such as Admin, look in your manual for yours. Follow the instructions in your manual for setting up the security.
To create a wireless connection on a computer, run the Wireless Network Setup Wizard, or open Sharing and Security in Vista and follow the steps there.
If you have trouble, contact the manufacturers technical support, a phone number will be included in your manual.
If you have trouble setting up your network, please look at these pages:
http://windowshelp.microsoft.com/Windows/en-US/networking.mspx
XP is very simular to Vista, but you can access the XP Help and How-to pages by clicking around in those pages. Go back to the Home page by clicking the proper blue link at the top of the page, and then locate the information for XP. Very simple, here I will do it for you:

Good luck and have a very happy holiday season.

RTFM.
Read the router User Manual, cover to cover. Then, follow all the step by step instructions.
Still stuck?
Call the router tech support people, that's what they're there for.
TIP: Without the Make & Model of your router, we can't be more specific.
