Guys ask women this question for a multitude of reasons...maybe they were interested in asking you out, but want to know if they will get shot down before they're off the blocks; maybe they'd like to hang out and be friendly with you, but don't want the hassle of dealing with a jealous BF; maybe they think you're so hot, you MUST be in a relationship! There's not enough time or space here to give you the exact answer; the real question is: what do YOU do when a guy asks you the question, sit there and look smug, or smile and enjoy a decent conversation? Sweetie, if a guy asks you if you have a bf that means he is interested in you and reserving the option of going after you at some future point. It could be in the next five minutes or any time after that.
Asking if you're seeing anyone is a way to ask if the coast is clear if he does decide to go after you.
A guy may ask any number of women this question.
Even a man who is married or has a girlfriend could be interested in you. Avoid them like poison.

ur assumed name is suggestive like,"Don't look anywhere else but here only." A person like me may miss to notice this but what about those who are queueing up in Y/A looking for a friend. There is a name 'Abhishek' who is dying to make a friend on y/a for chatting. I asked him what would he chat about. We are here in Y/A to share our problems. We r here to find how people 'd behave in a situation I'm placed. ... Some guys are overly competitive. They only want what they can't have, for the thrill of trying to take it away from someone else. If you aren't attached, they get no thrill from having you. It is silly.

This is your perfect opportunity to make friends.
They don't think they have a chance with you so in not liking rejection, they are reluctant to ask.
You could say, "Why do you ask? Are you interested? We could talk about it."
Your not making any promises but are just opening the door to possibilities.
