This guy is claiming that he is God's Representative on Earth. The spokesman. Some honest people will take his words as is. You know that he is a liar. He is two faced person. You need to do something about or otherwise you are going to let others be victimized by his acts.

I'm sorry, but you're missing your moral and Christian obligations to do something about it! But ONLY do something about it if you have enough proof! Are you saying that it would be better for a minister to continue leading and guiding a group of people while being an unscrupulous hypocrite?
Jesus was very angry at these types of people. Do you remember what He said about the Sadducees and others, who were doing things in the Lord's name but in all greediness?
You would not be Ia very good Christian if you stood by and allowed him to continue to do criminal acts. yes, if you can, talk with him. But if he isn't willing to listen, it is your legal, moral, and Christian obligation to contact the appropriate authorities, but again, only if you have proof.

Want some advice from an atheist? Report the guy, but only if you have evidence. His lawyer may be able to out-lawyer your lawyer, and without evidence you might be stuck with a slander suit. So, make sure you can protect yourself - then protect others.
Anybody in the medical profession is trusted by default. If he has abused that trust, he deserves to be reported.
The Bible tells you to turn the other cheek, and judge not etc, but there are times when you have to stand up for others.

If a person , not just this person, is acting illegally or dishonestly ,,then it shows that they are not wise.
True wisdom comes from the true God 'Jehovah'.
Psalm 111:10 " The fear of Jehovah is the beginning of wisdom.. . ."
If a person is acting unwise , this means that they do not truly fear God and appreciate HIS righteous standards.
Psalm 119:142 " Your righteousness is a righteousness to time indefinite, And your law is truth."
Psalm 119:163 ". . .Falsehood I have hated, and I do keep detesting it. Your law I have loved."
Lawless people have a LOT more to worry about than just being caught by the police.
James 1:14-15 ". . . But each one is tried by being drawn out and enticed by his own desire. Then the desire, when it has become fertile, gives birth to sin; in turn, sin, when it has been accomplished, brings forth death."
1 Corinthians 6:9-10 '' What! Do YOU not know that unrighteous persons will not inherit God's kingdom? Do not be misled. Neither fornicators, nor idolaters, nor adulterers, nor men kept for unnatural purposes, nor men who lie with men, nor thieves, nor greedy persons, nor drunkards, nor revilers, nor extortioners will inherit God's kingdom."

Christians; seem to be more into the religion of their individual respective selves towards Christianity and about Christianity; and their dependence upon the world outside for results and solutions; in spite of the very pure and clear belief of Christianity, bible and Jesus upon god as the supreme.
Ironically it is not only with Christians; but also with people of all religions of the world. It is however more significant in Christians.
If you want to see, know and realize the powers, and the grace of god; then write that letter of yours with all your hearts content in the name of god; for god and to god; and leave it at the feet of the lord in any place which you feel is safe and OK.
Your belief in god seems to be strong. There is no harm in trying to do the work of the lord for the god.

God tells us to obey the laws of the land. Warn him first and if he keeps resisting then report him. However there may be times where you don't because of something, like an opening to witness or such...Im not sure but with what I heard so far you should report him.

Is he defrauding either his patients or the system (taxpayer), or do his actions endanger the quality of service his customers receive?
Then you must tell the authorities - anonymously if possible.
