This is a guess:
A lazy eye.

ocular: eye
myo or mya: muscle
asthenia: feeling, movement?

"Droopy eye" - Seem to be two terms ocular myasthenia and Myasthenia Gravis (which is worse I think)
Myasthenia comes from the Greek and means ?muscle weakness? So it is really all about the muscles that help to open eyes and raise eyelids and stuff and just a weakness in these muscles.
