how does local access tv work and operate? is it open to anyone with the means to afford it or is there more behind it?

I think you mean "public access TV"...basically how this works is that local cable companies are mandated by law to set aside one of their channels for use by the public. In most cases,anyone could produce their own television program and it would be shown on the "local origination" channel. Local governent activites (i.e. city council meetings) and church services are often aired on these channels.
