Yes. HDTV has better bass and overall sound.

Standard television is Mono sound.

In the 70's they came up with MTS stereo.

Then Dolby Labs came up with ProLogic that could take a stereo signals and separate out a center and 1 rear channel track.

But HDTV has the same sound standard as modern DVD's: Dolby Digital 5.1 - 5 full-range channels and a low-frequency channel.

An HD signal has higher quality video and audio. While it could improve the bass, the bass depth is really dependent on your sound system and speakers.

No, just better video quality. If you want good sound, try getting a 5.1 surround sound setup, connect it to the TV via optical link cable.
